Alabama Voters Wallop Biggest-Ever Tax Increase

On September 9th, by a resounding 67% to 33% vote, Alabama voters killed Republican Governor Bob Riley’s $1.2 billion tax increase -- despite a massive and sleazy campaign to persuade voters to submit to the robbery.

The tax increase was the largest percentage increase ever proposed in any state in American history -- averaging about $1,200 per family. Amendment One would have jacked up income taxes, sales taxes, property taxes, cigarette taxes and the corporate income tax, among other taxes.

Amendment One was supposed to fix Alabama's $675 million budget shortfall -- yet it would have also *added* $525 million in new program spending. Some "fix."

According to the Center For Individual Freedom (CFIF), a non-profit organization that promotes limited government, public resources and facilities were used in the attempt to pass the proposal -- an unethical (and possibly illegal) tactic.

"Principals and teachers were provided "Vote Yes" signs, pro-Amendment One literature was posted in public offices and some schools proudly displayed "Vote Yes" signs on their front lawns," CFIF reports. "The governor went so far as to replace the typical elevator muzak or silence on the public office phone system "hold line" with a pro-Amendment One message, complete with instructions to the listener: "Vote yes on September 9th.""

The governor's policy director, David Stewart, when asked why the plan was doing poorly in the polls, retorted that the people of Alabama were "stupid." This was echoed by Charles Blair, president of the Huntsville school board, who called opponents "idiots" and "morons."

Further, the governor declared that supporting the increase was the "Christian" position, saying: "According to our Christian ethics, we're supposed to love God, love each other and help take care of the poor." (He declined to tell precisely which scripture says we're supposed to do this through government coercion, or which Bible verses specify God's position on state taxes.) Sadly, some religious leaders fell for this and urged their followers to support the tax hike as a religious duty.

And then there were the usual threats and scare tactics. The government claimed that, without the huge tax increase, senior citizens would be thrown out of nursing homes, schools would be shut down, and dangerous criminals would have to be released due to lack of funds Presumably, by this argument, virtually every function performed by the Alabama government is vital, necessary, efficiently-run, and can’t be handled by the private sector -- a fool's argument indeed. Alabama voters were too smart to fall for it.

Opponents of the bill argued that Alabama's bloated government needed spending cuts to deal with the deficit problem, instead of massive new taxes. Other suggested alternatives to the tax increase: tapping the state's $2.5 billion "rainy day" fund; selling off unnecessary government assets; privatization; and refinancing the debt.

Ironically, Gov. Riley was elected as an anti-tax candidate. He repeatedly boasted to voters during last year's gubernatorial campaign that, during his six years in Congress, he had never supported a tax increase. Well, he sure made up for lost time.

Former House Majority Leader Dick Armey, now co-chairman of Citizens for a Sound Economy, says the strong rejection will “send a message nationwide.” Anti-tax forces hope it will spark a nationwide anti-tax-increase movement.

Seattle Voters Thumb Nose at Drug Czar and War on Marijuana

The citizens of Seattle, Washington struck a blow against the government's insane war on marijuana on September 16, when they voted 59% to 41% to make marijuana offenses the "lowest priority" of city law enforcement.

The initiative passed despite fierce opposition from White House Drug Czar John Walters.

Initiative 75 requires the Seattle Police Department and the City Attorney's Office to make the "investigation, arrest and prosecution" of adults for marijuana possession the city's "lowest law enforcement priority." The Sensible Seattle Coalition, which sponsored the initiative, argued it would save money and allocate law enforcement resources to combating actual crimes.

"Arresting adults for marijuana possession is a waste of valuable law enforcement resources," declared the Sensible Seattle Coalition.

The measure was also portrayed as a way of protecting individuals using marijuana for medical purposes. In 1998, Seattle voters passed a medical-marijuana initiative by 70%.

Under Washington state law, possession of as little as one gram of marijuana is a criminal offense punishable by 90 days in jail and a $1,000 fine.

I-75 brought together diverse groups in coalition in support of the measure. It was financially backed in part by the Marijuana Policy Project, and was endorsed by the American Civil Liberties Union of Washington, the King County Bar, the League of Women Voters of Seattle, several local and state office holders, and many others.

In contrast, there was no organized opposition.

This is the latest victory in a growing local-level revolt against draconian marijuana laws. Laws similar to 1-75 have previously been enacted in San Francisco and Oakland, California; Amherst, Massachussets; Ann Arbor, Michigan; Madison, Wisconsin; and elsewhere.

Conservative Republicans Against the War with Iraq

Congressman John J. Duncan, Jr. (R-Tennessee) is a staunch conservative and a strong supporter of the Bush presidency. He voted the Republican Party line in Congress 91% of the time in both 2001 and 2002. His American Conservative Union rating is 92% -- a virtual merit badge of ideological conservatism.

Yet he recently issued a powerful statement denouncing the current U.S. involvement in Iraq, and arguing for a far more non-interventionist foreign policy for America. It's great stuff. And it's well worth noting that Congressman Duncan is one of 19 Congressional members of The Liberty Committee, an organization founded four years ago by libertarian Congressman Ron Paul (R-Texas) to argue for a more liberty-oriented agenda in Congress.

Statement by Congressman John J. Duncan, Jr. (R-Tennessee)

There is nothing conservative about the U.S. policy in Iraq.

Conservatives have never believed in massive foreign aid. Our occupation of Iraq has become the largest foreign aid program in the history of the world.

We are building or rebuilding thousands of Iraqi schools, giving free health care to Iraqi citizens, and even making back payments to the Iraqi military and Iraqi retirees.

Last week I read that we are sending 60,000 soccer balls there. Our Founding Fathers could not have foreseen this in their wildest dreams.

Conservatives have never favored huge deficit spending. We are now told our deficits will reach an astounding one trillion dollars counting this fiscal year and the next.

Supporters of the war scoffed at predictions that we would spend $200 to $300 billion in Iraq over the next 10 years.

Now, by the most conservative estimates, not counting many things that should be counted, the Iraqi operation will cost us $167 billion in just the first two years.

And because we are in such a deep fiscal hole already, we will have to borrow all these billions we are spending there.

Conservatives have never believed in world government and have been the biggest critics of the United Nations.

Yet some prominent war supporters, while criticizing the U.N. in one breath, would say in the next that we had to go to war to enforce all the U.N. resolutions that Saddam Hussein had violated.

If this is not world government, then what is? And why should we put almost the entire burden of enforcing U.N. resolutions on the U.S. military and American taxpayers? That is not conservative.

Conservatives have been strong supporters of *national* defense, not *international* defense.

Senator Robert Taft wrote: “No foreign policy can be justified except a policy devoted…to the protection of the liberty of the American people, with war only as the last resort and only to preserve that liberty.”

Conservatives have never believed that the United States should be the policeman of the world.

President John Quincy Adams, in one of his most famous statements, said: “America goes not abroad in search of monsters to destroy.” Presidents Washington and Jefferson both warned against permanent or entangling alliances with other countries...

Most traditional conservatives believe we would not have nearly as many enemies around the world if we followed a non-interventionist foreign policy and did not get involved in so many religious, ethnic, and political disputes in other countries.

Almost all conservatives applauded and were enthusiastic when President Bush, as a candidate, said that he opposed nation-building and that we needed a more humble foreign policy...

Yet now there are many life-long Republicans who are wondering why in the world we are borrowing billions to rebuild Iraq when there are so many people unemployed and so many needs here at home...

Many, possibly even most, Republicans in the House have expressed misgivings and concerns about our policy in Iraq but have reluctantly gone along with the White House...

There is nothing conservative about the U.S policy in Iraq.

Can utilities be privatized without endangering consumers?

Question:

"A recent conversation with a teacher has me wondering about privatizing utilities. This teacher says without government controls we would all be at the mercy of the utilities, since we are all heavily dependent upon their services and cannot simply stop doing business with them. Further, he says that these utilities could raise prices so high that you'd have to sell your home... perhaps to the utilities themselves!"

My short answer:

"Your teacher is not familiar with real-life data. In most communities, utilities are given a monopoly by the local government. Only one company can provide water, electric, sewer, cable, etc.

"Consequently, utility prices in such communities are *higher* than in locations where private companies compete for consumer business. You can find studies about this near the end of this article:

"Competition is possible and practical in utilities. Even partial deregulation in the 1990s saved consumers 24%-30% in areas as diverse as Pennsylvania, Australia, and the United Kingdom:

"Such results are hardly surprising. Indeed, they are in keeping with standard economic theory. Competition gives consumers lower prices; regulation drives them up!

Why are there more guns in America than people?

Question:

"A friend asked me this question: "Why are there more guns than people?"

"I have a hunch that this isn't true. I wonder if such statistics are skewed to give support to an anti-gun position? What is your answer?"

My short answer:

"I'm not sure whether this is true or not, either. If it is, it may be because so many gun owners have more than one firearm.

"Your questioner is really saying: "Something is wrong with our society because we have so many weapons." However, the best research suggests "More Guns, Less Crime" (see John Lott Jr.'s book with that title). Even deranged shooters that fire into crowds are deterred by laws permitting law-abiding citizens to carry concealed weapons. Rapists and burglars stay away from areas where women are publicly trained in firearms.

"Once acquainted with such data, your friend may not feel that more guns are problematic."

The Secret of the Persuasion Script File

"Cyrano de Bergerac," "Hamlet," and "the Night Thoreau Spent in Jail" are powerful plays.

Strong themes and characters. Intense drama. Evocative language. Heart-wrenching and explosive monologues and dialogues.

Their powerful scripts cause them to move and touch and inspire us.

How would these plays fare if the actors regularly forgot their lines, stumbled over them, or improvised and embellished them each performance?

"The Gettysburg Address," "Liberty or Death," and "I Have a Dream" are speeches that shake and stir us.

Their powerful scripts persuade listeners to embrace new thoughts, feelings, and actions. They change us.

Imagine them re-written with drab but accurate words and phrases, littered with cliches, re-organized for clarity, and edited for grammar.

"These are times that try men's souls," wrote Thomas Paine. A powerful declarative sentence.

Strunk and White show what it might look like if improvised, edited, or re-written:

"Times like these try men's souls."
"How trying it is to live in these times!"
"These are trying times for men's souls."
"Soulwise, these are trying times."

Weak. Empty. Ordinary. Forgettable.

A Persuasion Script File is a collection of effective libertarian answers, questions, and phrases.

Suppose you read a libertarian book or essay. Ayn Rand or Harry Browne or Henry Hazlitt. Or hear a libertarian speech. Carla Howell or Charles Murray or Sharon Harris.

You'd learn or discover at least one libertarian answer or question that seems compelling.

So you test it or try it out during a conversation with a non-libertarian. It works. You try it with another non-libertarian. It works again.

If you're scientific and systematic, you'll try several variations of your question or answer, see what results each one produces, and write down the most effective one.

Now you have one tested and reliable Persuasion Script.

Over time, you will discover or learn a number of possible Persuasion Scripts. Every one will need to be tested, re-phrased, and re-tested. Those that work will be recorded in your Persuasion Script File.

You will distill convincing libertarian questions and answers to key social and economic issues. Over time, you will discover, learn, and develop a large and effective Persuasion Script File.

You will have the tools and training to turn people into libertarians. You could have a huge impact on the growth of the libertarian movement. On the achievement of liberty.

1. Read Harry Browne's "Sound Bites for Liberty A-Z" in the Vol. 1, No. 3 "Libertarian Communicator" (available FREE from the Advocates -- see "What's Happening" in this issue). Or Mary Ruwart's "Short Answers to the Tough Questions." Or read "Liberty and the Great Libertarians" edited by Charles Sprading. Or listen to my "Essence of Political Persuasion" Tapes.

2. Pick a question or statement from one of these sources -- and TEST it on real non-libertarians. Try it on 7 to 10 different non-libertarians. Do not assume that it has been tested. Do not rely on the other person's experience. Test it yourself.

3. How do you know when your script works? It works when you evoke the response you want from the other person. Does your script open the other person's mind? And perhaps whet his appetite for more libertarian morsels? Does it change his mind?

4. Your script fails when it leaves your listener indifferent or antagonistic.

5. Effective Libertarian Persuasion Scripts work more often, in more circumstances, with more individuals. They are effective, not perfect. They will fail a substantial percentage of the time. As Damon Runyon wrote, "The race is not always to the swift, nor the battle to the strong, but that's the way to bet."

6. Rehearse your Libertarian Persuasion Scripts. Learn them by heart. Make them second nature. This way, you'll always be at your best.

7. Stay hungry. Keep learning and discovering and testing. Keep practicing. Mastery does not come cheap. But it shines.

8. Keep building your Persuasion Script File. Keep working on it.
