Dear friends,
At the Advocates' "Art of Libertarian
Persuasion" seminar in Orlando last
month, I had the pleasure of meeting Peter Fortunato and his son Peter, both
libertarians.
I asked Peter (senior) how he became a
libertarian.
It started for him, he said, with an insight that
hit him around age ten.
Peter then told me a great story, and I asked him
to write it up so I could
share it with you.
Here it is.
"When I was 10 or 11 years old (late 1950s),
my dad ran for school
committee. I was excited and proud to help. I was not very clear on the
issues, but I knew that Dad was best for the job.
"On election day I helped by holding a sign
in front of the polling place.
The law required people who were supporting the various candidates to not
venture too close to the entrance to the school in which the voting was
taking place. With all the other poll workers I was instructed to stay behind
the painted yellow line on the sidewalk so as to remain legal.
"In the afternoon an old lady got out of a
taxi and, using a walker, she
slowly approached the polling place door. The steps leading down to the
elementary school basement were very steep. I was certain she would fall.
"While the other poll workers acted legally
and just watched her, I put my
sign down, crossed the line, ran across the street, held the door and helped
the lady down the stairs.
"I returned to my post, picked up my sign
and returned to my job of waving
and urging people to vote for the very best candidate. Five minutes later the
police arrived to censure me for breaking the law. Soon, Dad arrived. The
angry police officer told him that I not only crossed the line, I went all
the way to the door.
"My dad said. 'Pete, you knew better. Why
would you do that?'
"I explained about fearing that the lady
would fall, and going to help her
safely down the stairs.
"Dad smiled and told me: 'You did exactly
the right thing!'
"That's when I realized that right vs. wrong
and legal vs. illegal were two
different things. I was a libertarian for life."

Homeschooled Adults Are Better Citizens
"Politics and government are too complicated
to understand."
Amazingly, more than *one out of three* adult
Americans who were educated in
government schools answered "Yes" to that question on a recent survey.
However, only 4% of adults who had been
homeschooled answered "Yes."
That's just one of the remarkable findings of a
newly-published survey of
over 7,000 adults, conducted by the National Home Education Research
Institute.
Homeschooled children have already shown
impressive academic achievements
when compared to their government-schooled counterparts.
However, critics of homeschooling have sometimes
charged that homeschooling
could produce children who were not properly "socialized" and were so
alienated from mainstream society that they would not, or could not, take
part in community and political affairs.
This new survey -- the largest of its kind ever
conducted -- blows that
theory out of the water. It found that adults who were homeschooled are far
more active in political, community and charitable matters than the general
population.
Among the findings:
* 14% of homeschooled adults ages 18-24 have
worked for a candidate, party,
or cause -- compared to 1% of their age group in the general population.
* 76% of homeschooled adults (ages 18-24) have
voted in the last five years,
compared to 29% of government-schooled adults of the same age.
* 95% of homeschooled adults (ages 25-39) voted
in the last five years,
compared to 40% of that age group in the general population.
* 71% take part in community service (e.g.,
coaching a sports team,
volunteering at a school, or working with a church or neighborhood
association) compared to 37% of the general population.
* Homeschoolers went on to achieve on average a
higher level of college
education than their government-schooled peers.
More, the homeschooled adults surveyed
overwhelmingly said they were happy
and pleased with the experience, and a majority would homeschool their own
children.

IRS "Help" Spectacularly Wrong
An IRS test audit of 23 tax returns prepared by
IRS employees at IRS
assistance centers found that 19 of the 23 were done incorrectly.
Further, when IRS auditors posing as taxpayers
asked for answers to tax
questions at the centers, the answers were right only 69% of the time.
Responding to Congressional criticism of this
appalling failure, IRS
Commissioner Mark Everson said the IRS tried to train its workers adequately,
but "It's a complicated law."
IRS Inspector General Pamela Gardiner nonetheless
told a Congressional
committee that the IRS had made "impressive" improvements in the last
few
years in giving accurate tax advice, particularly at the IRS Web site and in
the toll-free phone service. However, accuracy figures dropped this year on
the phone service, she admitted, and the vaunted IRS Web site took three to
four days to respond and was wrong one in five times.

Billions of Hours Spent Filling Out Tax Forms
For decades, U.S. politicians have promised to
make taxpaying simpler and
less complicated.
The result? The system is more complex, more
costly and more time-consuming
than ever before.
Indeed, during the past decade, federal tinkering
with the Tax Code has
added an incredible *one billion extra hours* to the annual paperwork burdens
on American taxpayers, according to a comprehensive study of tax complexity
conducted by the non-partisan National Taxpayers Union (NTU).
"Federal income tax rates have often risen
and fallen, but the complexity of
the tax system itself has almost always gone in one direction -- upwards,"
said study author David Keating. "Even though paying taxes is still the
biggest pain for Americans, the very process of filing taxes has become a
major headache in itself."
Among the study's findings:
* It now takes the average American 28 hours and
30 minutes to prepare the
1040 "long" form with the three common Schedules A, B, and D, an
increase of
34% since 1995. The 1040A, or "short" form, along with the common
Schedule 1,
takes nearly as long to prepare (11 hours, 32 minutes) as the long form did
just nine years ago.
* Today's short form, at 48 lines, has double the
number of lines as the
1945 version of the *standard* 1040 tax return.
* The increase in the tax law's complexity alone
has added roughly 1 billion
hours in annual paperwork burdens over the last 10 years -- part of the
overall IRS-induced paperwork burden that is currently estimated at a
staggering 6.7 billion hours per year.
* Today, taxpayers must wade through 131 pages of
instructions for the
standard 1040 form, which is more than triple the number in 1975 and over
double the number in 1985, the year before taxes were "simplified."
And these
estimates are probably too low since they ignore the countless hours spent on
tax minimization strategies.
* The growth rate of returns prepared by tax
professionals reached a record
62.1% (as of April 2 of the current 2003 tax year). Counting
computer-prepared returns, that figure would rise to 88.4%.
Keating said that complexity is "likely to
get worse before it gets better,"
because of the increased number of citizens who will be trapped by another
government tax program run amok, the "Alternative Minimum Tax" (AMT),
a
parallel tax system once aimed at ensuring the wealthy paid a substantial tax
bill. By 2010, as many as 32 million taxpayers could be forced to complete *a
second tax return* for (and pay) the AMT.

If drugs were legal, wouldn't drug abuse in the
workplace endanger us all?
Question:
"I am leaning toward libertarianism, but I
am concerned about the
ramifications of free drug use. I am an executive in a transportation company
(school buses, motor coaches) and I shudder to think what would happen if my
school bus drivers came to work still high from marijuana or crack or cocaine.
"How do you deal with the problem of drug
use impacting one's professional
demeanor and still allow people freedom to choose drugs or not? Would you
feel comfortable going for brain surgery knowing that your surgeon had just
toked a reefer or snorted some coke?"
My short answer:
"As an employer, you could, in a libertarian
society, require your employees
to abstain from alcohol, drugs, etc.Airlines today have such requirements for
alcohol -- even though alcohol is completely legal -- to make sure that your
pilot is sober. Naturally, their insurance rates -- and accident rates --
would go up without this requirement, so it's in the airlines' best interest
to have it."

How would the poor be educated in a libertarian
society?
Question:
"How would the poor be educated in a
libertarian society, when all schools
are private?"
My short answer:
"In a libertarian society, the poor would
not have to pay school taxes
through their rent. This money could be used to send their children to
private schools, which cost half as much as public ones, and would be even
more economical without today's government regulation.
"Today, the poor are forced into ghetto
schools because their parents seldom
have enough money to pay both property taxes and tuition. Because attendance
is compulsory, troublemakers disrupt classes and learning is difficult.
"Traditionally, the poor have been the
strongest champions of choice
programs, which force educators to teach well or go out of business. In
Harlem, school choice increased the number of children reading at their grade
level from 15% to 64%. (1) Such dramatic results show that the poor can learn
when given a choice.
"Private schools can specialize to help
students at any level.One private
institution specializes in students who are about to drop out and boasts an
85% graduation rate. (2) Not bad, considering that none of these students
were likely to graduate otherwise!"

Want a fast, easy, and effective way of finding
out whether someone is
really receptive to libertarianism?
Here's an approach I've developed, tested, and
refined. It works for me. It
works for my friends. It'll work for you.
1. Let the person read The Five Iron Laws of Big
Government. (It's just
below.)
2. Ask him, "On a scale of 1 to 10, with 10
being you strongly agree and 1
being you strongly disagree, where would you rank your agreement with the
Five Iron Laws of Big Government?"
3. If the person is a 6 or below, he's unlikely
to be receptive to
libertarianism. Thank him for his feedback -- and move on.
4. If the person rates himself as an 8 or above,
you're talking with someone
who's highly receptive to libertarianism. A great prospect for a libertarian
conversation.
5. If you spend most of your time talking with
8's or above on the agreement
scale, you will persuade more people, more often to become libertarians.
6. Test it on the next 10 people you talk with.
The results may surprise you.

The Advocates for Self-Government is a non-profit
