Once again the Republican Liberty Caucus (RLC) -- an
organization devoted to spreading libertarian ideas within the Republican Party
-- had a major success with Operation Politically Homeless (OPH).
OPH is the Advocates outreach tool that, by using the Quiz
and other material, transforms an ordinary political booth into a crowd-drawing,
fun event.
The Southern Republican Leadership Conference was held in
Miami Beach, Florida, April 15-17. At this biennial conference Republican
leaders and activists meet to share ideas and develop strategies regionally and
nationally. The event attracts hundreds of top GOP leaders and officeholders --
highly influential leaders and opinion-shapers.
The RLC was there with OPH. Ninety conference attendees
took the Quiz, with nearly a third scoring in the Libertarian sector.
Jeff Palmer, Coordinator of the RLC of North Carolina,
notes that "Several new people scoring in the very high Libertarian
quadrant were identified, and new RLC memberships have already begun rolling
in."
Jeff thanks RLC members Tami and Dave Bell, Philip Blumel,
Frank Cuzzocrea, Jr., Sean Landon, Ed Rahn, Alan Turin, Tom Walls and Paul Yavis,
who worked alongside him at the booth.
The Florida RLC's home page describes the Quiz and OPH as

Conservatives Leaders Say: Legalize Pot
Three important articles this month indicate the growing
support among conservatives -- yes, conservatives -- for reform of marijuana
laws, even outright legalization.
National Review is the world's leading conservative
magazine, and it has -- surprisingly to many -- supported ending the War on
Drugs since 1996. The June 29, 2004 cover story is "An End to Marijuana
Prohibition: The Drive To Legalize Picks Up." Written by Ethan Nadelmann of
the Drug Policy Alliance, the article begins:
"Never before have so many Americans supported
decriminalizing and even legalizing marijuana.
"Seventy-two percent say that for simple marijuana
possession, people should not be incarcerated but fined: the generally accepted
definition of "decriminalization." Even more Americans support making
marijuana legal for medical purposes.
"Support for broader legalization ranges between 25
and 42 percent, depending on how one asks the question.
"Two of every five Americans -- according to a 2003
Zogby poll -- say "the government should treat marijuana more or less the
same way it treats alcohol: It should regulate it, control it, tax it, and only
make it illegal for children."
Nadelmann's article goes on to make a powerful case for
legalizing marijuana, and is well worth reading.
A few days later, William F. Buckley, arguably America's
leading conservative spokesman, cited Nadelmann's arguments in his syndicated
column (July 5), and called for legalizing marijuana (as he has in the past).
Wrote Buckley:
"Conservatives pride themselves on resisting change,
which is as it should be. But intelligent deference to tradition and stability
can evolve into intellectual sloth and moral fanaticism, as when conservatives
simply decline to look up from dogma because the effort to raise their heads and
reconsider is too great…
"[A]lthough there is a perfectly respectable case
against using marijuana, the penalties imposed on those who reject that case, or
who give way to weakness of resolution, are very difficult to defend. If all our
laws were paradigmatic, imagine what we would do to anyone caught lighting a
cigarette, or drinking a beer. Or -- exulting in life in the paradigm --
committing adultery. Send them all to Guantanamo?
"Legal practices should be informed by realities.
These are enlightening in the matter of marijuana. There are approximately
700,000 marijuana-related arrests made every year. Most of these -- 87 percent
-- involve nothing more than mere possession of small amounts of
marijuana."
Buckley goes on to note there is a growing movement for
legalizing medical marijuana. "What is required is a genuine republican
groundswell. It is happening, but ever so gradually."
Finally, The Republican, a Massachusetts daily newspaper,
called for legalization of marijuana for medical reasons, and for easing
penalties for personal use. The Republican wrote: "At the very least,
Congress should amend the law to allow for the medical use of marijuana. Some
lawmakers might fear that voters will think they are soft on drugs if they
approve such a change. Such thinking, to borrow a phrase from the cult movie on
the dangers of marijuana, is reefer madness."

Libertarian Party's Badnarik: Second Choice for 43% of
Americans
If the presidential election were held today, three
percent of Americans would vote for Libertarian candidate Michael Badnarik.
Surprisingly, though, Libertarian Badnarik is the *second*
choice of more than four in 10.
So says a new nationwide poll conducted last week by the
respected Rasmussen polling firm, commissioned by the Badnarik campaign.
The poll of 1,000 adults found that Democratic John Kerry
leads incumbent president George W. Bush by a slim margin of 46-43%.
However, when asked to choose between Badnarik or their
first choice's main rival, a whopping 43% of voters chose Badnarik. (In other
words, roughly 40% of Bush voters would vote for Badnarik rather than Kerry, and
roughly 40% of Kerry voters would choose Badnarik over Bush.)
This is remarkable in many ways. It shows that the
Libertarian Party -- and libertarian ideas -- have gained a significant amount
of public understanding and support over the years.
Indeed, that is further reflected by the survey's finding
that fully 10% of Americans explicitly identified their political ideology as
libertarian rather than conservative or liberal. This would have been almost
unthinkable just a few years ago.
Badnarik says he is not surprised by the results.
"The American electorate is extremely polarized this year," he said.
"And the Libertarian Party arguably constitutes the new center of the
debate."
Badnarik also emphasized the same point the Advocates'
World's Smallest Political Quiz makes about the difference between liberals and
conservatives.
"The Democrats and Republicans stand at two extremes,
characterized by which parts of our lives they emphasize their desire to
control," he said. "Libertarians reject both extremes in favor of the
government leaving control of your life to you."
If Badnarik received 3% of the vote in November, that
would be more than three times the largest showing ever by a Libertarian Party
presidential candidate.
It's also important to note that Badnarik's 3% is enough
to make him the difference between a victory or a loss for Kerry and Bush in
many razor-close "battleground" states -- and perhaps even the
deciding factor in the presidential race itself.
Badnarik campaign manager Fred Collins says this poll
indicates that the Republican and Democratic politicians will be forced "to
fight us for the swing votes that we control."
Finally, Rasmussen also discovered that the vast majority
of Americans want Badnarik in the presidential debates. 68% said he should be
included; 12% were unsure; and only 20% said he should be excluded.

The Difference Between a Slave and a Free Man
A growing number of liberals and conservatives alike are
talking about the desirability of some form of military conscription or
compulsory national service.
Award-winning veteran liberal columnist Nicholas von
Hoffman recently responded to this with a column that got right to the heart of
the matter:
"National service is a form of slavery, though some
may argue that it’s really not since the conscriptees get paid, get college
money, medical insurance and perhaps other bennies. But it’s not a wage which
distinguishes a free person from a slave; slaves have often been paid in the
past. The difference between a slave and a free man is that a free man is free
-- free to work at whatever wages he can get, free not to work. He’s free to
go, free to come, free to talk, free to be silent and free to refuse to
serve."

"In a fully libertarian world, roads would be owned
and operated privately, not by the government. Road owners would decide what
speed limits (if any) would be set. Some might have no restrictions, like the
European Autobahn.Others might have strict limits.Since safe travel is important
to drivers, owners would most likely monitor and ban reckless drivers (slow or
fast) from their roadways. The marketplace would thereby impose
"regulation" of its own, with emphasis on *safety* rather than
*speed*."

"Since roads today are *not* privately owned, should
we call for laws against drunk driving?"
My short answer:
"My personal belief is that these laws do more harm
than good.Instead, I’d prefer to see reckless or careless drivers pulled off
the road, whether they are under the influence of alcohol, drugs, sleep loss,
medication, or emotions that distract them from safe driving.The libertarian
philosophy permits defensive measures when force is threatened (e.g., you can
defend yourself against me if I point a gun at you but haven’t fired yet).
Reckless driving could qualify as the threat of force."
