          L.A. City Council Bans "Silly String"

YOU'LL GET MY SILLY STRING WHEN YOU PRY IT FROM MY COLD DEAD FINGERS!

No, we haven't seen that bumper sticker yet. But it may be coming soon.

On August 17, the Los Angeles city council voted to outlaw the use of "silly string" on Halloween.

Yes, silly string -- that gooey, brightly-colored, string-like aerosol foam that kids, party goers and other celebrants spray on each other.

Hey, stop laughing! This is a serious matter.

Just ask Councilman Tom LaBonge, sponsor of the ban.

"It's not silly at all," he told critics. Indeed, LaBonge says the ban is about serious stuff like stopping violence and protecting the environment.

The use of silly string, LaBonge and the anti-string forces say, sometimes starts fights at Halloween parties. "People get a little crazed at the end of the evening, and they shoot the spray into each other's faces," explained a spokeswoman for LaBonge.

(Which suggests a second bumper sticker: SILLY STRING DOESN'T START FIGHTS -- PEOPLE DO.)

And some environmentalists charge that the stuff isn't biodegradable, and when it drains from (government-owned) streets into the ocean, it harms marine life.

LaBonge's fellow commissioners hailed the ban and voted 10-0 in favor. The council now must approve the ordinance one more time for it to become law.

Violators will face fines of up to $1,000.

Of course, the Halloween ban is only the opening round.

As Councilman Bernard Parks told a local TV station: "We have the same problem during the Martin Luther King Jr. parade and a variety of open events that create a major clean-up problem once the event is over. I would like to see if we could expand this."

First Halloween, then… every day? First Los Angeles, then... the rest of America?

          Feds: Millions of U.S. Kids Trapped in Failing Schools

As the school year gets underway, fully a fourth of America's 48.5 million students will be sent to schools that even the government itself designates as failing.

Federal education officials report that at least 24,000 public schools -- a quarter of the country's 96,500 schools, serving more than 12 million children -- failed to meet the "adequate yearly progress" (AYP) standard last year. The AYP standard, which measure progress in basic skills in math, reading and more, is a centerpiece of the two-year-old No Child Left Behind (NCLB) law. 

In some cities, an extraordinarily high number of schools failed to make the grade. In the nation's capitol, almost half of "public" (government) schools failed the "Adequate Yearly Progress" standard. Baltimore, Maryland had similar figures. 28% of Virginia schools failed AYP.

When schools repeatedly fail the AYP standard, children are supposed to have options including the right to transfer to schools that are not sub-standard. However, with so many schools below standard -- and so many students so far behind -- that may be extremely difficult to do. With half of Washington D.C. schools failing, students are being bused to increasingly crowded Virginia and Maryland suburban schools.

NCLB's stated goal is to have every child in government schools reading and doing math at grade levels by the year 2014. There is no word yet whether politicians have booked Santa Claus, the Tooth Fairy, and the Easter Bunny to be there in 2014 to congratulate the nation on reaching that goal.

            Americans Say No to Draft

Heck no, we won't go!

That's the (slightly edited) response of a huge percentage of draft-age young Americans, according to a new survey conducted by the Alliance for Security. The Alliance is a project of the Vietnam Veterans of America Foundation (VVAF), a humanitarian organization seeking to "educate and engage the American public in a dialogue about national security."

The survey found that if the government imposed a draft, a whopping one-third (32%) of draft-eligible adults would refuse to serve. Another 20 % would seek deferments.

Thus, more than half would either refuse to go or would actively try to find a way out.

Only 43% of draft-age Americans say they would serve if a draft were imposed.

Furthermore, an unprecedented number of parents -- fully 40% -- say that they would not want their child to serve if drafted. For comparison, in 1970, during the height of the Vietnam War, a survey found that more than 75% of parents would have told their child to serve if drafted.

"I think it's going to shock America" to find so many citizens actively resisting the draft, should it be reinstituted, stated VVAF president Bobby Muller.

Although the Bush administration has repeatedly insisted there are no plans to reinstitute a draft, almost two-thirds of adults feel that the U.S. "could be headed for a draft in the near future." Many Congressmen report growing concern about the issue from their constituents.

Should the U.S. withdraw from the United Nations?

Question:

"I don't think that the U.S. should send out troops at the discretion of the United Nations. But is withdrawal from the UN the only way to prevent the misuse of our people? I would like to think that America could still maintain relationships with other countries."

My short answer:

"The best way to maintain relationships with other countries is by trading with all nations.We don't need the UN for that!

"The only way to prevent misuse of our resources is to always have the freedom to choose. The UN is supported by tax money "donated" by member nations, but the individual taxpayers, who fear their money will be misused, are not free to withhold their money. When the means are tainted (e.g., taxes), the ends will be too (e.g., the UN)."

Should we postpone re-legalizing drugs?

Question:

"If we legalized drugs before replacing our current government with a libertarian government, wouldn't large corporations take over the drug trade (as with tobacco), and wouldn't large taxes be added to the cost (as with tobacco)? In other words, until we have a fully libertarian government, shouldn't drug legalization wait?"

My short answer:

"Currently, the War on Drugs kills 2-4 times more people than the drugs themselves, including deaths from turf fighting, spread of AIDS from contaminated needles, and "overdose" deaths actually due to substandard manufacturing conditions. Why wait to save lives?"

Walt Disney's Amazing Marketing Rule

"Do something so well that people will pay to see you do it again," said Walt Disney. "And when they come back, they'll bring their friends."

Naturally, their friends were also amazed by Disney's attractions. So they in turn paid to see it again, and brought *their* friends.

Disney was onto something amazing. And astonishingly rare.

Most things are ordinary, average, mediocre. Dull and drab. Forgettable.

That's why just one breathtaking, heart-stopping speech can launch a person's business or political career. Because that speech will not be given just once. It'll be given again and again to ever-growing, eager audiences.

That's why one extraordinary restaurant will go from zero to hero in weeks. Why it will quickly attract fiercely loyal diners. Why it will overflow with raving fans. Month after month.

That's why one low-budget movie by an unknown director and actors will take audiences by storm. Why it will magnetically draw in thousands, then millions of moviegoers. Why it will make the director, producer, and actors bankable -- and in demand.
