This week we reached an exciting libertarian
milestone.
The online World's Smallest Political Quiz has now
been taken more than *9 million times* since it was first put on the
Web a little over a decade ago.
Equally exciting: we hit the *8* million mark only
six months ago -- mid-September 2006.
That's an incredible pace. In fact, the Quiz was
taken an amazing 3 million times during 2006 alone!
2006 was an election year, always a time of
increased Quiz activity. But though the numbers have slowed somewhat
after the elections, as expected, we are still getting many
thousands of Quiz takers every day.
Nine million Quiz takers! And add to that the
millions more Quiz cards we've distributed, and the additional
millions more people encountering the Quiz in classrooms,
newspapers, books, on talk radio, and from other sources.
Why is this such good news for libertarians?

President's Budget:
"Everything" Is a Priority
President Bush's new 2008 budget boldly declares that "each program
was closely reviewed to determine if it is among the Nation's top
priorities.... [F]ailure to meet these criteria resulted in proposed
termination or reduction of 141 programs for a savings of $12
billion."
Sounds pretty impressive, doesn't it? The
president is proposing to eliminate or reduce all programs that
aren't "top priorities." Wow!
But hold on. Chris Edwards of the Cato Institute
has done the math.
Says Edwards: "Total federal outlays in 2007 will
be $2.784 trillion. Thus, programs that are "top priorities" of the
Bush administration account for 99.6 percent of all spending."
So Bush proposes to ruthlessly chop away at all
that non-top-priority federal spending -- the whole whopping 0.4
percent it. Meanwhile, the 99.6 percent that is "top priority" will
continue and grow. After all, it *is* a top priority.

Duck Demands Walter
Williams for President
Libertarian economist and syndicated
columnist Walter Williams is being urged to run for the Republican
Party's presidential nomination.
By a duck. More specifically, a cartoon duck. And
even more specifically, a nationally-famous, self-declared
libertarian cartoon duck.
"Mallard Fillmore" is an enormously popular comic
strip by Bruce Tinsley, syndicated by comic strip giant King
Features and carried in more than 400 newspapers. Millions of
Americans read it daily. Written from a conservative perspective,
its main character is the tweed suit-wearing duck Mallard Fillmore.
A year ago in the Liberator Online, we noted that
on February 14, 2006, Mallard declared, "... I'm a libertarian."
Now, for the past few weeks, the libertarian duck
has been trying to draft the libertarian human Williams for
president. The strip has even printed Williams' email address, and
Williams says he's received hundreds of enthusiastic emails urging
him to run.
"I found it very funny, and I found it quite
flattering as well," Williams told the Washington Times.
But Williams -- who several years ago expressed
interest in running on the Libertarian Party ticket -- says he
almost certainly won't run. Mainly because of Mrs. Williams, who
apparently has no desire to be First Lady.
"She said that if I ever thought about it
seriously, she'd assassinate me," Williams said.
Williams agrees with cartoonist Tinsley that the
current crop of political contenders is dismal.
With one distinct exception. Williams praised
libertarian Rep. Ron Paul, Texas Republican and 1988 Libertarian
Party presidential nominee, who, as we recently reported, has formed
a presidential campaign exploratory committee.
"If the framers of the Constitution were somehow
to come back, Ron Paul is one of possibly only three people in
Congress that they'd even talk to," Williams said.

More Money for Failed Drug
War Ads
Between 1998 and 2004 the federal
government spent over $1.4 billion dollars producing and airing
anti-drug ads aimed at teens.
A nearly five-year-long, $47 million investigation
-- carefully reviewed by the federal Government Accountability
Office (GAO) -- found that the program failed to reduce teen drug
use.
Worse, "greater exposure to the campaign was
associated with weaker anti-drug norms and increases in the
perceptions that others use marijuana." After seeing the ads,
non-marijuana-using teens were actually *more likely* to try the
drug!
That's a spectacular failure by any standards. And
how does the government reward failure?
With more money, of course. President Bush has
proposed a huge increase -- a "surge," one is tempted to say -- in
funding for the ad program: a 31 percent increase that would raise
the budget to $130 million.

Surprise! The Laws of
Economics Work
Throw a rock in the air, and it falls back down.
The law of gravity.
Increase the price of labor by imposing a minimum
wage, and jobs -- especially low-paying entry level jobs -- are
destroyed. The law of supply and demand.
Last month Arizona raised the minimum wage to
$6.75 per hour from $5.15 per hour -- a 31 percent increase.
The results? This headline from the Arizona
Republic newspaper tells the story:
"New Wage Boost Puts Squeeze on Teenage Workers
Across Arizona: Employers Are Cutting Back hours, Laying Off Young
Staffers."
An excerpt from the story:
Some Arizona employers, especially those in the
food industry, say payroll budgets have risen so much.... that
they're cutting hours, instituting hiring freezes and laying off
employees.
Mark Messner, owner of Pepi's Pizza in Phoenix,
says he plans to lay off three teenage workers and decrease hours
worked by others.
"I've had to go to some of my kids and say, Look,
my payroll just increased 13 percent. Sorry, I don't have any hours
for you."
Tom Kelly, owner of Mary Coyle Ol' Fashion Ice
Cream Parlor in Phoenix, voted for the minimum-wage increase. But he
said, "The new law has impacted us quite a bit."
It added about $2,000 per month in expenses. The
store, which employs mostly teen workers, has cut back on hours and
has not replaced a couple of workers who quit.
Kelly raised the wages of workers who already made
above minimum wage to ensure pay scales stayed even. As a result,
"we have to be a lot more efficient" and must increase menu prices,
he said.

These anecdotes only affirm what minimum wage
critics have been saying for 60 years. A new study by the non-profit
Employment Policies Institute (EPI) finds that for every 10%
increase in the minimum wage:
* Minority unemployment increased by 3.9% *
Hispanic unemployment increased by 4.9% * Minority teen unemployment
increased 6.6% * African American teen unemployment increased by
8.4% * Low-skilled unemployment (i.e., those lacking a high school
diploma) increased by 8%
If a new federal minimum wage goes into effect,
look for the same painful results as Arizona is experiencing --
across the nation.

Update: Tax Victim Gets
Second Shot at Space Flight
Brian Emmett may get into space after
all. Last issue we told how Emmett, whose life dream had been to
travel in space, had broken-heartedly turned down a free future
space ride he won in an Oracle Corp. sweepstakes.
The reason? He calculated he would have to pay
$25,000 in taxes for the space flight -- valued at $139,000 -- and
he didn't feel he could come up with the money.
However, Benson Space Co., a private company
seeking to enter the newly-emerging suborbital space flight
business, has stepped in to help. 
Company owner Jim Benson says he, too, dreamed of
flying to space as a boy, and he sympathized with Emmett's plight.
So the company has offered Emmett a consulting
position. Benson Space Co. will hire Emmett as a "test passenger,"
in which position he will get a free ride into space in late 2008
when the company hopes to send its first paying tourists.
In return, Emmett would offer his feedback during
the testing and after the flight. Thus it would be a job, not a
prize. No crippling tax burden.
Emmett is thrilled. However, though the IRS is out
of the way, there are still government hurdles to be crossed. The
Benson company, like other companies in this field, will need
approval from the Federal Aviation Administration before they can
take off.
Let's hope Benson, Emmett and the others who are
pioneering a new private sector space age can rocket past this
bureaucratic barrier, too.

Are You
Reinventing the Flat Tire?

Some libertarians succeed by reinventing the
wheel.
Most libertarians fail by reinventing the flat
tire.
This is true in libertarian theory. In libertarian
practice. In libertarian proposals. In libertarian activism. And
especially in libertarian communication and persuasion.
You and I are libertarians because we want and
seek liberty. Because you and I deeply care about freedom -- and are
working to advance and achieve it.
That is necessary, but not enough. You and I need
to learn more about liberty. Ideas and action.
We need to learn what's true -- and what is *not*
true. What works -- and what does *not* work. What to do -- and what
*not* to do. How to communicate liberty -- and how *not* to
communicate liberty.
Want a quick, easy, and enjoyable shortcut to
being a better libertarian?
Stop reinventing the flat tire. Identify and avoid
flat tires.
How do you do that? Ask experienced and proven
libertarians. Long-term libertarians who demonstrate that they've
learned from their libertarian reading, activism, and communication
Santayana wrote, "Those who do not learn from
history are doomed to repeat it." That's why you want to ask
libertarians who have learned.
Want the fast track to libertarian excellence? Ask
these tested, capable libertarians about flat tires they have
personally experienced and seen.
Proposals. "Which libertarian political proposals
have been tried and did *not* work? Which libertarian proposals
seemed like a good idea, got tried, and turned out poorly? Who tried

can I find out the key details about how each was done and how each
one turned out?"
Activism. "What are the flat tires of libertarian
activism? What libertarian activism has been tried and did *not*
move liberty forward? Political? Non-political? Group action?
Individual action? Who did it? What did they do -- and what were the
results? When? Where? How? Who might know more about this?"
Communication. "What are the flat tires of
libertarian writing and speaking? What kinds of libertarian
communications fail or backfire? What words and phrases? What
approaches? What behaviors? What did the libertarian say -- and how
did he say it -- that crashed and burned?"

Transition to libertarianism
QUESTION: What will the transformation from our
present way of living to a libertarian one be like? How will it occur?
MY SHORT ANSWER: I wish I knew! Some
libertarians believe that the transformation will happen gradually and
peacefully; others believe it will be rapid and chaotic.
In the U.S., the federal government is
unconstitutionally overriding policies established by the states, such
as allowing use of marijuana for medical reasons. If enough state
governments take a stand against this threat to their sovereignty, the
power of the federal government could be severely curtailed. Should this
happen, perhaps local governments might successfully fight state
tyranny. Individuals might then successfully fight aggression by local
government.
Freedom works in mysterious ways. Who in 1766 would
have predicted that 10 years later the American colonies would declare
and win their independence from England? Who, in 1985 would have
predicted the fall of the Berlin Wall just a few years later? The
opportunity for freedom often comes unexpectedly. Our job is to be
prepared to seize the opportunity when it occurs.
FOLLOW-UP QUESTION: Specifically, what would
happen to poor people during the transitions from a welfare state to a
libertarian society?
MY SHORT ANSWER: What would happen to the poor
would likely depend upon the nature of the transition. However, the poor
almost always have more limited options than the rich. This might indeed
make it harder for them to cope.
The only way to eliminate the vulnerability of the
poor is to eliminate the government regulations that destroy jobs and
create their poverty. The average regulator, for example, destroys about
150 jobs per year.
Without such job destruction, very few people would be
unable to support themselves well in a free society, and these few would
have much more than the middle class does today. And this would in
itself be a strong step towards a libertarian society!

When to take "NO" for an
answer

Do you have someone with whom you've argued
endlessly about politics and have never gotten an agreement? Or is
there someone in your life who gets mad (or gets quiet, or changes
the subject) every time you bring up a political issue?
Suggestion: Unless you just enjoy arguing for the
sake of arguing, don't talk about politics with those individuals.
Unfortunately, not everyone is in the market for
our ideas. Some people really believe in Big Government and limited
individual liberty.
On the other hand, there are plenty of folks who
are not only open to our ideas, but are eager to hear about them and
take action! They're HUNGRY for the solutions that liberty provides.
There's a limited amount of time available to find
and meet these people, share the ideas of liberty with them, and get
them active in bringing libertarian ideas to still more people.
Ask any good salesman and he or she will tell you
that the secret to making a sale is to talk to enough good
prospects. To do that, we must learn to take "NO" for an answer,
move on -- and get a "YES!"
