Bob Barr Now Working to
Re-legalize Medical Marijuana
Just a few years ago, former Georgia Republican Congressman Bob Barr
was arguably the very worst enemy of drug law reform in Congress.
But that was then. As we recently reported, Barr
-- who has become one of America's leading champions of civil
liberties in the post 9/11 era -- has joined the Libertarian Party,
citing his concern that government has become far too big and
intrusive.
Now, in another shocker, Barr has joined the
Marijuana Policy Project (MPP) as a lobbyist. Ironically, one of the
first tasks he'll take on will be the repeal of his very own "Barr
Amendment," a law he pushed through Congress that forbids D.C.
residents from voting to legalize medicinal marijuana.
Barr will be working with MPP for broader
acceptance of medical marijuana. Barr told The Politico blog he
feels there might be "legitimate medical uses of marijuana and we
ought not have this knee-jerk reaction against it, and people ought
to be allowed to explore."
Barr will particularly focus on letting states set
their own medical marijuana policy without federal interference -- a
states' rights view that many conservatives should be receptive to.
He will also work to end funding for the
government's scandalously expensive and ineffective anti-drug ads.

"A lot of conservatives have expressed great
concern over the taxpayer money that is being wasted on this poorly
run advertising campaign," Barr said.
Speaking of his remarkable change on these issues,
Barr said: "I, over the years, have taken a very strong stand on
drug issues, but in light of the tremendous growth of government
power since 9/11, it has forced me and other conservatives to go
back and take a renewed look at how big and powerful we want the
government to be in people's lives."
Barr "brings a great deal of credibility and a lot
of gravitas to the cause ... We hope he serves as an example to some
of his former colleagues, particularly on the GOP side of the
aisle," said MPP director of government relations, Aaron Houston.
Barr's political conversion is yet another strong
sign that we may be seeing a dramatic political realignment among
Americans, towards a more libertarian view on many issues.
And let it never be forgotten that liberty isn't
just a theoretical concept or a parlor game. If Barr succeeds in
advancing the cause of medical marijuana, he will better the lives
of countless numbers of suffering people. And that's worth
celebrating.

"Tax Freedom Day" Shows
Government Is Your Biggest Expense
Every year the Tax Foundation calculates a
"Tax Freedom Day" for the U.S. and for each state.
"Tax Freedom Day" is the day when, by their
calculations, Americans have earned enough money to pay the cost of
government.
This year, Tax Freedom Day arrives April 30 -- two
days later than just a year ago. Indeed, it's a whopping 12 days
later than just 2003, when Tax Freedom Day came on April 18.
The Tax Foundation -- a nonpartisan, nonprofit tax
research organization -- says that Tax Freedom Day answers the basic
question, "What price is the nation paying for government?"
This year federal, state and local taxes amount to
32.7 percent of U.S. income. Converting that into days worked, this
means Americans will work four months of the year, from January 1 to
April 30, before they have earned enough money to pay taxes.
Breaking that 120 days down, the Tax Foundation
estimates it will take:
* 43 days of work to pay federal, state and local
income taxes; * 30 days to pay payroll taxes (for Social Security
and Medicare); * 16 days to pay sales and excise taxes; * 14 days to
pay corporate income taxes (which are passed on to customers,
employees and shareholders); * 12 days to pay property taxes; * 4
days to pay other taxes; * 1 day to pay estate and gift taxes.
Tax Freedom Day makes one thing crystal-clear:
government is our biggest expense by far. Americans work longer to
pay for government (120 days) than for food, clothing and housing
(105 days) -- combined.
It is also very revealing -- if rather depressing
-- to view these figures in the context of an 8-hour workday:
* 1 hour 43 minutes to pay all federal taxes
(income, sales, etc.); * 1 hour 22 minutes to pay for housing and
household operations; * 52 minutes to pay all state and local taxes
(income, sales, etc.); * 51 minutes to pay "other" taxes; * 1 hour 8
minutes to pay for health and medical care ; * 40 minutes to pay for
food; * 39 minutes to pay for transportation; * 28 minutes to pay
for recreation; * 17 minutes to pay for clothing.
Even worse: Tax Freedom Day doesn't even come
close to measuring the full, devastating effect of government on our
prosperity.
Americans for Tax Reform, a group that lobbies for
lower taxes and smaller government, each year calculates "Cost of
Government Day." Cost of Government Day is the date on which the
average American has earned enough to pay taxes -- PLUS the cost of
federal, state and local regulations.
Last year Cost of Government Day was July 12th --
meaning that government consumed 52.7% of national income. Meaning
that we were slaves to the state for more than half our working
year.
Other estimates put the total cost of government
even higher.
However you figure it, it's clear that the cost of
government is a crushing burden for Americans. And the burden is
rising.

Wonderful (and Little Known)

The incredible progress the human
race has made during the past century -- largely due to the growing
acceptance of the libertarian ideas of free markets and individual
freedom -- is one of the most inspiring stories of our time.
It is also one of the least understood and most
neglected stories.
"Now for the Good News: Mankind has never been
healthier, wealthier or freer. Surprised?" is the title of an
article on this topic, just published online by the libertarian
magazine Reason. Excerpts:
"It's a global phenomenon. Worldwide, life
expectancy has more than doubled, from 31 years in 1900 to 67 years
today. India's and China's infant mortalities exceeded 190 per 1,000
births in the early 1950s; today they are 62 and 26, respectively.
In the developing world, the proportion of the population suffering
from chronic hunger declined from 37 percent to 17 percent between
1970 and 2001 despite a 83 percent increase in population. Globally
average annual incomes in real dollars have tripled since 1950.
Consequently, the proportion of the planet's developing-world
population living in absolute poverty has halved since 1981, from 40
percent to 20 percent. Child labor in low income countries declined
from 30 percent to 18 percent between 1960 and 2003.
"Equally important, the world is more literate and
better educated than ever. People are freer politically,
economically, and socially to pursue their well-being as they see
fit. More people choose their own rulers, and have freedom of
expression. They are more likely to live under rule of law, and less
likely to be arbitrarily deprived of life, limb, and property.
"Social and professional mobility have also never
been greater. It's easier than ever for people across the world to
transcend the bonds of caste, place, gender, and other accidents of
birth. People today work fewer hours and have more money and better
health to enjoy their leisure time than their ancestors.
"Man's remarkable progress over the last 100 years
is unprecedented in human history. It's also one of the more
neglected big-picture stories. Ensuring that our incredible progress
continues will require not only recognizing and appreciating the
progress itself, but also recognizing and preserving the important
ideas and institutions that caused it, and ensuring that they
endure."
In short, liberty is enriching the lives of
billions of people around the world.

They're spoiling for a fight.
They provoke and promote arguments.
They taunt and antagonize those they disagree
with.
They enrage and engage those they oppose.
You can hear them, see them, and read them. On
talk radio, on cable TV news "analysis" shows, and on Web sites and
blogs.
The Rogues Gallery of fight promoters includes Ann
Coulter, Rosie O'Donnell, Rush Limbaugh, Michael Moore, Sean Hannity,
Al Franken, Bill O'Reilly, and Al Sharpton.
They instigate fights over politics, morality,
religion, and sex.
NOT thoughtful discussions and debates.
NOT rational conversations, guided by facts and
logic.
NOT intelligent exchanges, with each person
teaching and learning.
Quarrels. Bickering. Name-calling. Fights.
High-venom yelling matches. Each person demanding
to be heard and refusing to listen.
Interrupting each other. Disrupting the process.
Corrupting communication.
Word Wars bring out the worst within us. Hate.
Intolerance. Cruelty. Super-sized chips on our shoulders.
Never-ending feuding.
Word Warriors attack. Wade into battle. Rally
their troops. Fight their opponents. Defeat or destroy those who do
not share their beliefs and values.
Conflict, not cooperation. Destruction, not
construction. An endless war of words, not a marketplace of ideas.
This is what fight promoters give us.
Is this what you want? Is this what you want to
sustain or support?
No?
Then stop watching, listening to, or reading the
fight promoters. Turn off the TV. Turn off the radio. Click off
those Web sites and blogs.
Vote with your wallet. Do NOT buy the books or
other products of the fight promoters and fighters.
Vote with your attention. Do NOT pay attention to
the fight promoters and fighters.
Vote with your life. Do NOT give aid or comfort to
their work or projects.
Spend your money, attention, and your life with
the word merchants in the marketplace of ideas. With the rational
and courteous writers and speakers who traffic in courtesy and
civility, facts and logic.
Talk with your family, friends, and co-workers
about this. Ask them to boycott the fight promoters and patronize
the marketplace of ideas.
You can help put the fight promoters out of
business. Withdraw your support. Ask others to withdraw theirs.
This is the way we sustain and expand the
marketplace of ideas -- and give peace a chance.

Should government employees be liable for violators of individual
rights?
Question: When police violate a person's Fourth
Amendment rights during an investigation, by illegal searches or
seizures or other ways, shouldn't the police be held accountable?
My short answer: In today's society, the
police, as well as other government employees, are often exempted from
accountability by the principle of "sovereign immunity." Even when the
government is found guilty in court of killing people, as it has been in
nuclear testing, the victims can be denied compensation.
If victims of government abuse were properly
compensated, taxpayers would make sure that offenders were taken off the
payroll. We'd have a lot less government violations of our rights if
government employees and officials could be held liable for their
actions, as they would be in a libertarian society.

Voting with our dollars
QUESTION: I've often heard free market
supporters use the phrase "voting with your dollars." It's supposedly
the way the marketplace insures accountability -- the idea that every
dollar you spend is like a vote cast for the business that serves you
best. So, do libertarians believe that the wealthy deserve more "votes"
of this type than the poor? Or should the poor instead be given more
control over business, so they can have as many "votes"?
MY SHORT ANSWER: IThe phrase "voting with our
dollars" refers to our ability to buy from another company if the one we
are patronizing doesn't serve us well. In a free society, both rich and
poor have an equal ability to direct their dollars - i.e., "votes" --
and change service providers.
The analogy does not address whether or not poor
people "deserve" to have fewer "votes," so allow me do so. Most poverty
today is a creation of government regulation, which imposes great costs
on individuals who wish to go into business for themselves. Since only
the well-to-do can afford to cut the red tape, the poor are routinely
excluded from starting their own businesses, and must settle for
becoming "wage slaves." Government regulation is the primary tool
through which big business eliminates the "Mom & Pop" competition and
creates cartels.
Libertarians are fighting City Hall to give the poor
their chance to become rich. For example, the pro bono attorneys at the
libertarian Institute for Justice (www.ij.org) have helped minority hair
braiders, casket sellers, van drivers, and others defeat the vested
interests determined to run them out of business.
If you believe the poor deserve more, consider working
towards a libertarian society. In today's world, it's probably the only
way that they'll get it.

I always enjoy speaking to college political
science classes and sharing the libertarian vision with students.
One thing I noticed early on was that many of the students had
glazed-over eyes when I spoke in general terms about the enormous
benefits of the free market. It was difficult for many of them to
get excited about such an abstract concept.
To remedy this I learned to quickly move from the
abstract to the concrete, by giving specific and vivid examples of
how the marketplace works.
Here's a good one to use. In the late 19th
century, there was a tremendous growth in the use of electrical
devices. This created problems. Faulty wiring caused lots of house
fires. Many electric appliances were risky and dangerous.
Along came an organization called Underwriters
Laboratories. They solved the problem by setting standards for
electrical devices. You've seen their familiar UL symbol. It's
become a universally-recognized guarantee of safety.
UL standards were quickly adopted by
manufacturers, who wanted to assure consumers their products were
safe. Electricity-related deaths, injuries and destruction decreased
enormously. Safer products quickly appeared and consumers could
easily find them, thanks to the UL seal of approval.
Many people are amazed to discover that government
was not involved in this solution. Underwriters Laboratories, a
private non-profit organization, was formed and financed by
insurance companies and businesses that wanted to save money by
reducing fires and lawsuits.
When you use examples like this, you'll see
instant "Ah-ha!" expressions replace those glazed-over eyes.
Students, and almost everyone else, learn quicker from stories and
examples than from abstract discussions.
As an added benefit, a story is easy to remember.
So your audience will probably share it with others.
