protest

belief

wonderful
potential
for
libertarians.

Marijuana
Legalization
Should
Be
"On
The
Table"
Senator
Jim
Webb
(D-VA)
has
become
the
highest-ranking
U.S.
lawmaker
to
argue
that
marijuana
legalization
should
be
explored.
Webb
has
introduced
a
bill
to
create
a
presidential
commission
to
study
prison
reform,
including
rethinking
and
overhauling
U.S.
drug-sentencing
policy.
Webb's
bill
is
backed
by
Senator
Arlen
Specter
(D-PA).
Other
heavyweight
supporters
include
the
current
Judiciary
panel
head,
Sen.
Patrick
J.
Leahy
(D-VT);
the
No.
2
Democrat
in
the
Senate,
Richard
J.
Durbin
(D-IL);
and
the
top
three
Republicans
on
the
Judiciary
Committee.
The
bipartisan
interest
in
Webb's
bill
is
due
in
part
to
the
shocking
number
of
U.S.
citizens
behind
bars.
One
of
every
31
adult
Americans
is
either
in
prison,
in
jail
or
on
supervised
release.
The
U.S.
has
5%
of
the
world's
population,
but
25%
of
the
world's
prisoners.
Another
factor
that
has
increased
interest
is
the
current
Drug
War-fueled
violence
in
Mexico.
On
April
23,
Sen.
Webb
was
asked
by
CNN's
Kiran
Chetry:
"Would
you
support
perhaps
legalizing
marijuana?"
"I
think
what
we
need
to
do
is
to
put
all
the
issues
on
the
table,"
replied
Sen.
Webb.
"You're
correct:
if
you
go
back
to
1980
as a
starting
point,
I
think
we
had
40,000
people
in
prison
on
drug
charges
and
today
we
have
about
a
half
a
million
of
them.
A
great
majority
of
those
are
non-violent
crimes,
possession
crimes
or
minor
sales.
"At
the
same
time,
we've
got
a
situation
with
Mexican
drug
cartels
conducting
violence
along
the
border,
operating
in
230
American
cities,
and
we
aren't
getting
our
arms
around
that
in a
proper
way
so,
we
need
to
put
it
on
the
table.
That's
why
we
need
a
presidential
commission
to
look
at
these
things
--
people
who
have
high
stature
in
these
career
areas
--
and
to
report
to
the
Congress
on
the
best
way
to
go
forward.
But,
nothing
should
be
off
the
table."
"And
that
includes,
as
you
were
saying,
possibly
looking
at
legalization?"
asked
Chetry.
"Well,
I
think
they
should
examine
every
aspect
of
drug
policy
to
see
what's
working
and
what's
not
working
..."
Sen.
Webb
said.
Big
Brother
in
Chicago:
Spy
Cameras
to
Cover
Entire
City
Mayor
Daley
of
Chicago
says
that
by
2016
there
will
be a
surveillance
camera
on
every
street
corner
in
Chicago.
He
notes
the
city
has
already
made
major
progress
toward s
that
goal.
More
than
2,500
cameras,
linked
to a
central
911
center,
make
up
just
part
of
what
the
Chicago
Sun-Times
describes
as
the
"'Big
Brother'
network...
the
city's
vast
surveillance
network
[which]
includes
cameras
installed
at
private
businesses,
universities
and
homes..."
Ray
Orozco,
executive
director
of
the
city's
Office
of
Emergency
Management
and
Communications,
emphasizes
the
mayor's
goal:
"We're
going
to
grow
the
system
until
we
eventually
cover
one
end
of
the
city
to
the
other."
As
we've
noted
in
previous
articles,
major
U.S.
cities
are
itching
to
imitate
London's
massive
police-state
camera
spying
system.
New
York
City,
for
example,
has
several
thousand
cameras
in
its
growing
network.
The
justification
is
that
this
helps
fight
crime.
Yet,
incredibly,
there
seems
to
be
no
reliable
evidence
that
cameras
reduce
crime.
"I'm
not
aware
of
any
cases
yet
in
which
[surveillance
footage]
has
actually
been
used
in a
prosecution,"
U.S.
Attorney's
Office
spokesman
Channing
Phillips
was
quoted
in
Washington's
City
Paper.
"In
some
instances
they've
been
helpful
in
the
investigative
stage."
ABC
similarly
notes:
"According
to a
British
Home
Office
review
of
dozens
of
studies
analyzing
the
cameras'
value
at
reducing
crime,
half
showed
a
negative
or
negligible
effect
and
the
other
half
showed
a
negligible
decrease
of 4
percent
at
most.
...
The
use
of
video
surveillance
was
considered
by
the
Oakland,
Calif.,
police
chief,
but
he
ultimately
found
that
'there
is
no
conclusive
way
to
establish
that
the
presence
of
video
surveillance
resulted
in
the
prevention
or
reduction
of
crime.'"
Of
course,
since
when
has
a
lack
of
effectiveness
stopped
a
bad
government
program?
One
thing
cameras
do
accomplish,
however,
is
to
constantly
invade
the
privacy
of
citizens
on
public
streets.
"Cameras
don't
just
watch
criminals...
they
watch
everybody,"
Jim
Harper,
the
director
of
information
policy
studies
at
the
Cato
Institute,
told
ABC.
"Someone
visits
their
psychiatrist
every
Monday
at
two
in
the
afternoon,
traveling
through
public
spaces.
Where
they're
going
is
known
to
nobody,
but
a
network
of
cameras
could
pull
that
out
of
obscurity.
That
info
is
known
to
government
officials."
And,
as
illustrated
in
the
nightmare
totalitarian
world
of
George
Orwell's
novel
1984,
omnipresent
government
cameras
create
the
uneasy
feeling
among
citizens
that
an
all-powerful
Big
Brother
is
always
watching
them.
Which,
the
more
cynical
readers
among
us
might
think,
is
the
main
point
of
the
things.
New
Study:
Obama's
"Truly
Frightening"
Spending
Proposals
Here's
a
wake-up
call
to
all
Americans,
from
a
new
study
entitled
"Number
of
Federal
Subsidy
Programs
Tops
1,800."
It's
written
by
Chris
Edwards,
Director
of
Tax
Policy
Studies
at
the
libertarian
Cato
Institute.
Excerpts
from
the
Cato
study:
"Federal
spending
is
growing
by
leaps
and
bounds.
The
budget
hit
$3.9
trillion
this
year,
double
the
level
of
spending
just
eight
years
ago.
The
government
is
also
increasing
the
scope
of
its
activities,
intervening
in
many
areas
that
used
to
be
left
to
state
and
local
governments,
businesses,
charities,
and
individuals.
"By
2008,
there
were
1,804
different
subsidy
programs
in
the
federal
budget.
Hundreds
of
programs
were
added
this
decade
--
ranging
from
a
$62
billion
prescription
drug
plan
to a
$1
million
anti-drug
education
grant
--
and
the
recent
stimulus
bill
added
even
more.
We
are
in
the
midst
of
the
largest
federal
gold
rush
since
the
1960s.

nation
founded
on
individualism
and
limited
government
has
more
people
than
ever

subsidy

Barack
Obama
has
proposed

wide

new
subsidies
in
energy,

enacted,
they
would
take
America
further
away
from
the
individual
reliance,
voluntary
charity,
and
entrepreneurialism
that
made
it
so
prosperous
in
the
first
place.
"Americans
need
to
wake
up
and
fight
back
before
the
addictive
drug
of
subsidies
puts
individualism
in a
permanent
coma.
...
There
is
no
time
to
lose
for
taxpayers
to
make
their
voices
heard
in
Washington
because
the
spending
increases
envisioned
by
President
Obama
are
truly
frightening."
It
should
not
be
forgotten,
of
course,
that
the
Obama
spending
orgy
has
its
roots
in
the
reckless
finances
of
the
Bush
administration,
which
poured
more
money
into
various
federal
boondoggles
than
any
administration
since
President
Lyndon
Johnson
and
his
1960s
zillion-dollar
"Great
Society"
scheme.
Walgreens
Giving
Free
Health
Care
to
Jobless
and
Uninsured
The
drugstore
chain
Walgreens
will
offer
free
clinic
visits
to
the
unemployed
and
uninsured
for
the
rest
of
the
year
at
its
in-store
walk-in
Take
Care
clinics.
Patients
who
lose
their
job
and
health
insurance
after
March
31,
2009
are
eligible
for
services
they
might
expect
from
an
urgent-care
center
or
even
an
emergency
room.
Their
spouses
and
children
are
also
eligible.
Services
offered
include
providing
tests
and
routine
treatment
for
minor
ailments,
tests
for
strep
throat
and
urinary
tract
infections,
and
free
treatment
for
respiratory
problems,
allergies,
infections
and
skin
conditions.
Patients
will
still
pay
for
prescriptions.
Walgreens
hopes
to
gain
new
customers,
goodwill,
and
publicity
for
its
clinics.
The
program
is
expected
to
last
through
the
end
of
2009.
Walgreens
runs
341
Take
Care
clinics
in
35
markets
around
the
country,
including
Chicago,
Atlanta,
Miami
and
Cleveland.
Walgreens
Take
Care
clinics
have
served
over
a
million
patients
since
opening
in
November
2005,
an
estimated
30
percent
of
whom
were
uninsured.
Such
clinics
are
yet
another
example
of
how
businesses
are
increasingly
exploring
new
and
innovative
ways
to
meet
America's
government-caused
healthcare
crisis.

Libertarianism

Abortion
QUESTION:
Abortion
is a
critical
issue
for me.
I
believe
that
life
begins
at
conception,
and,
more
importantly,
that an
individual
begins
at
conception.
That
individual
therefore
has
rights,
and the
parents
of that
individual
have a
moral
obligation
to its
safety
and
well-being.
Consequently,
I
believe
that
abortion
is in
most
cases
murder
and can
only be
justified
when the
mother's
life is
at risk.
How can
I
balance
my
opinion
on this
issue
with the
libertarian
position?
MY SHORT
ANSWER:
Libertarians,
like
liberals
and
conservatives,
disagree
among
themselves
on the
difficult
issue of
abortion.
It is
not a
litmus
test
issue,
and
there is
no one
"libertarian
position"
that all
libertarians
agree
on.
(Incidentally,
that's
why
there's
not a
question
on
abortion
on the
World's
Smallest
Political
Quiz --
it's not
a good
indicator
of a
person's
political
views.)
Many
libertarians
believe
as you
do. They
usually
do not
support
government
intervention,
however,
because
of the
detrimental
unintended
consequences.
(Some
do,
however,
support
government
intervention.)
Since
many
people
believe
that
abortion
is not
murder,
any
prohibition
is
likely
to be
overturned
again.
The
resolution
I
personally
favor is
to make
abortion
obsolete,
both as
a
medical
practice
and a
matter
of
principle.
Once a
fetus
can be
transferred
to
another
womb,
whether
natural
or
artificial,
few
doctors
would be
willing
to
perform
an
abortion.
If those
who
lobby
for
abortion
legislation
used
that
time and
money
for the
appropriate
medical
research,
abortion
would
likely
become
obsolete
in the
not-so-distant
future.
